Two Couples Charged With Operating Sex Club Out Of Florida Home

SEFFNER, Fla. (CBS Tampa) — The Hillsborough County Sheriff’s Department arrested a St. Petersburg couple it accuses of running an illegal sex club out of a Seffner home.

Steven Dale Bowers, 56, and Cynthia Lynn Bowers, 57, are charged with operating a bottle club without a license and operating a sexually oriented business without a license. The Bowers are managers with Hollywood Mobile Home.

When too busy, the Bowers would ask Ricky and Pamela Zabala of Orlando to fill in. The Zabalas face the same charges.

Neighbors reported traffic at the location through early-morning hours with excessive noise.

Reports detailing the six-week investigation reveal that the house was customized with a pole for erotic striptease in the living room and lines of beds for group sexual encounters in the bedrooms. A large television played pornography and a special table offered patrons to others who spanked them.

Police say the club operated from Wednesday through Sunday evenings and attracted up to 50 people at one time. The report adds the Bowers charged admission on a sliding scale. Singles were charged while couples received free admission.
